In Miass, Chelyabinsk region, where SafeCity integrated citywide security system is being deployed, CCTV caught a culprit in a mortal road incident. Hit and run offender's car had been registered on a motorway by security cameras connected to AUTO-Intellect system.
Ramil Zulkarnayev, the offender, said after his apprehension: "I was driving no less than 40 or 50 kmph, and suddenly two pedestrians cross my way running… I used my brakes, then tried to dodge – but in vain".
Despite a heavy strike the driver had not stopped. A young woman died minutes after the incident. CCTV cameras and Uragan license plate recognizing module of AUTO-Intellect integrated system registered the car a hundred meters from scene; despite low illumination conditions, the car body damages and license plate are clearly recognizable on CCTV footage. "We exported a still photo of the damaged car, -- says Alexey Laptev, a video technician, -- Driver's face could not be identified but we registered the car passing at certain date and time".
The offender has been caught hot on his traces. State automotive inspectorate officers claim him to be drunk at the moment of the incident; Zulkamayev denies that. Everything is still under investigation; one unquestioned fact is that he is a hit and run offender liable for leaving the scene.
Uragan system is a car license plate recognition tool integrated with Intellect platform and used as a separate module within AUTO-Intellect product from Axxon (former ITV).
SafeCity target program has been passed by Miass City council in 2006. First stage of its deployment covered local traffic. The project is being operated by Ural-Intercard company, a leading Internet provider and systems integrator for Miass and Chelyabinsk region telecommunications market.
SafeCity program is also active in Moscow, Saint Petersburg, Schlisselburg (Leningrad region), Krasnoyarsk, Novosibirsk, Donetsk and Zhitomir.
